Blue Arrow Goes Global—Kazakhstan
The Republic of Kazakhstan (commonly referred to as Kazakhstan) is located in the central part of the Eurasian continent. With the world’s ninth-largest total land area, it is the largest landlocked country in the world and boasts abundant reserves of oil, natural gas, and solid minerals. Kazakhstan is China’s permanent comprehensive strategic partner and the originator of the Belt and Road Initiative, with close economic and trade ties.

As Kazakhstan’s demand for high-quality road materials continues to grow rapidly, the Aktau Asphalt Plant has officially resumed operations following a major modernization project. This marks a crucial boost to the country’s transportation infrastructure projects and signals the entry of China-Kazakhstan Belt and Road cooperation into a new phase.
The commissioning ceremony for the capacity expansion and upgrade project of the Caspian Asphalt Plant in Kazakhstan was held on May 5 in Aktau, a city in western Kazakhstan.
The Caspian Asphalt Plant is the first large-scale petrochemical project constructed after Kazakhstan’s independence, and it is also the only refinery in Central Asia that specializes in producing high-standard road asphalt. Completed and put into operation in 2013, the plant was built by China CITIC Construction Co., Ltd. After the renovation, its annual crude oil processing capacity has increased from 1 million tons to 1.5 million tons, and its annual asphalt production has risen from 500,000 tons to 750,000 tons. This will effectively help alleviate Kazakhstan’s shortage of road asphalt needed for infrastructure development and support Kazakhstan’s strategy of developing itself as a cross-border hub.
The Kazakhstan asphalt plant project is now successfully in operation!
